Nagaoka Tenman-gu shrine holds an annual plum blossom festival in Mid March. The plum trees are planted at the southern foot of Hachijo-ga-ike pond with "Naka-zutumi," a bridge-like embankment in between. Many buds, which have been soaking in the rich sunshine, came brightly into bloom, and delight the eyes of visitors. Many locals will come and pray for success in their school exams and to ward off evil and bring good luck. The shrine is also well-known historical site for its azalea flowers. You can confirm the best time to see the flowers by calling in because flower viewing seasons vary every year.
